Anatomy of a Deep State

The scientific community often raises concerns that scientific agendas are being hijacked by politics.  Their concerns are not illegitimate.  Yet the purpose of scientific research is simply to advance knowledge.  Funding is not currently based on universally accepted ethical guidelines.  It is based on results.

Outside the political process, scientists have no ethical accountability.  The concern expressed here is that a bureaucracy has been put in place that has made ethics unaccountable by gaming the system towards a prearranged ideological outcome.
